"Madam President, let me emphasise positive thing about the Doha negotiations. It allowed developing countries to sit down at the negotiating table – they knew what they wanted and they stood firm. However, that was the only positive, because they did not end up getting what they were entitled to. We have not had enough involvement with any of them over the last decade and, as a result, a whole raft of bilateral agreements have been signed in the meantime. Bilateral agreements between Western countries, including the European Union, and developing countries have led to these countries being played off against each other. It is essential that we work towards multilateral agreements, but I fear that we are not going to see that happen in Geneva. Why not? Because the players at the table, Europe headed by Mr De Gucht, and the WTO headed by Mr Lamy, have sent out a message over the last decade that we are not prepared to give developing countries their rights. I therefore hope that we, here, will speak out in favour of the completion of the Doha negotiations and in favour of changes being made at the WTO."@en1
