The right to food is a fundamental human right. However, millions of people in the EU Member States are at risk of food poverty, and therefore the food distribution programme clearly benefits the most deprived persons. Consequently, in the long term, it is very important for all stakeholders to assess carefully the appropriateness of the food aid scheme, in particular as an element of the common agricultural policy, in the context of the new funding period. Furthermore, the Commission and the Council should urgently take the necessary decisions to avoid an immediate and sharp cutback in food aid as a result of the reduction in funding. In the absence of timely decisions, people who are dependent on food aid will suffer from food poverty. I believe that the Commission should initiate draft legislation on adequate minimum income schemes and contributory replacement income schemes providing income support of at least 60% of the median equivalised income of the national population."@en1
