"− Approximately 43 million people in the EU are at risk of food poverty, and it is estimated that the economic and financial crisis and soaring food prices are putting increasing numbers of people at risk of food poverty. About 80 million people in EU countries are at risk of poverty, and the number of people affected in this way could increase further due to the financial and economic crisis. The scheme for food distribution to the most deprived persons in the Union, set up in 1987 under the common agricultural policy, currently provides food aid for 13 million people suffering from poverty in 19 Member States and has distribution chains involving 240 food banks and charities. Halting an existing and functioning aid scheme abruptly without prior notice or preparation would undeniably have a major impact on the most vulnerable EU citizens. As the EU intervention stocks have been greatly reduced, we must find a solution to the current deadlock on this issue at Council level, and we must also find the most appropriate legal basis for the next financial programming period. The right to food is a fundamental human right and is achieved only when all people have physical and affordable access at all times to suitable, safe and nutritious food to meet their dietary needs and priorities for an active and healthy life."@en1
