"Mr President, ladies and gentlemen, the rise in life expectancy linked to ageing is an extraordinary social achievement.
Europeans today are living longer and enjoying a better and more desirable quality of life. However, it is precisely because of this success that we are faced with a more challenging employment and social protection situation. Moreover, there is no doubt that the increase in the average age of older people affects the social structure of each system in a number of ways.
The European Union is experiencing, in fact, a steep increase in the proportion of older people and a large decline in the proportion of people aged below 50. We must therefore find ways of enhancing the labour market so as to ensure, as envisaged by the proposal that I endorsed, that the European Year for Active Ageing is an achievement that applies to the whole of Europe."@en1
