"Madam President, the word ‘democracy’ means government by the people – ‘people’ being a singular noun referring to a self-identifying whole. It does not mean government by an arbitrary collection of persons. An arbitrary collection of persons cannot exercise democratic power, because a common identity is a prerequisite for democratic cooperation. A trans-European constituency covering 27 countries is not a self-identifying whole. The rapporteur clearly believes that it might lead to the development of such an identity, but that identity is a prerequisite for, and not a consequence of, an electoral process. Only European political parties will be eligible to contest these seats, and national parties will be excluded. How long will it be before it is proposed that the proportion of seats elected in this way should be raised to a quarter or half of Parliament? Democracy is not government of the Eurocrats by the Eurocrats and for the Eurocrats."@en1
