"Madam President, Commissioner, ladies and gentlemen, the attitude of the European Commission is deplorable in that it has not appealed against the Court of Justice ruling and has effectively endorsed swingeing cuts to the budget for our most deprived citizens amounting to nearly EUR 400 million. However, I was delighted to hear what Mr Barroso had to say when he addressed Parliament on Tuesday, which was along the same lines as the motion for a resolution that has just been tabled by Parliament. In the debate on the multiannual financial framework, Mr Barroso reminded us just how much the most deprived European citizens need our help in order to survive. He therefore called for the food distribution scheme for the most deprived to be renewed for the 2014-2020 period, but also promised to urge the Council to finally take a position on the draft regulation that was first tabled in 2008 and, as a matter of urgency, to continue the scheme in 2012. Let me, then, pick up on those proposals and ask the Council – although it will not be able to reply today – why it can give no justification for keeping this dossier on the back burner for three years. The ball is now clearly in the Council’s court: the Council needs to find a solution for 2012."@en1
