"Madam President, can I first of all say this has been, and probably will continue to be, an extremely important scheme. I think it has helped many people throughout Europe on many occasions; but just because something has been achieved in one way in the past does not mean you cannot change it for the future.
I think the CAP has a responsibility to produce the food. That does not necessarily mean they are the right people to distribute that aid. I think that is the question that has to be answered here. We live in a time when everybody talks about the same thing: food security, food security, food security. When I came to this Parliament we had beef mountains, butter mountains, milk lakes – this is all gone. There is no food security anymore. Now we have the challenge of ensuring that we are able to feed the world, able to feed the people of Europe. I think that is the challenge that is before us. That is what the CAP has got to do. Food waste is a terrible thing, and I think we can do an awful lot to bring it under control."@en1
