I think that a real partnership between the EU and Russia must be based not only on common interests but also on sharing principles and values. These must include respect for the rule of law and for fundamental rights and freedoms. It is vital that, in the run-up to and during the elections in December 2011, Russia lives up to expectations in terms of respect for democratic standards. Political pluralism is a definitive feature of modern societies. The organisation of free and fair elections ensures the expression of a variety of opinions, visions and options. This will allow the Russian authorities to make a significant contribution not only to strengthening the democratic nature of the state, but also to offering a viable model for neighbouring countries."@en1
