"Mr President, the EU wants to promote democracy and human rights in North Africa. It is just as important to create jobs and training placements for Africans, and the rules on fair and equitable trade are extremely important here. I would encourage attempts to establish fairer rules and, furthermore, efforts to motivate these countries to engage in closer cooperation among themselves. The Commission wants to increase the support that we give to our southern partners by more than EUR 1 billion over the period 2011-2013. I would ask you, Baroness Ashton, what the financial instruments in the EU budget are, within whose framework the EU intends to channel this money, and what this money is supposed to achieve. I am pleased that, in its resolution, Parliament recognises Turkey’s important role as an intermediary and peace-builder in the Arab world. Turkey has acted in an exemplary fashion, not least because it has kept its border open to Syrian refugees. Coordination efforts with Turkey should be stepped up, especially with respect to matters of foreign policy, and relations cannot fully develop merely within the context of enlargement policy. Turkey must also be a strategic partner of the EU, not just a recipient country, and I think that the EU must be able to recognise Turkey’s important role here."@en1
