"The agreement on the Financial Perspective 2007-2013 was concluded in 2006 between the Council, Parliament and the Commission. We expressed our profound disagreement at the time, as the agreement represented a significant cut in the EU budget and had the notorious ‘Lisbon strategy’ and external policy set as its priorities, at the expense of the Structural and Cohesion Funds. In other words, it was clearly inadequate for tackling the economic, social and environmental situation facing the EU, where inequality has increased and where there is also, therefore, an even greater need for cohesion.
With the entry into force of the Treaty of Lisbon, it was established that ‘the Council… shall adopt a regulation laying down the Multiannual Financial Framework [(MFF)]… after obtaining the consent of the European Parliament’, and that the three institutions must work together to find a solution with a view to the MFF’s adoption. Although the rapporteur advocates non-adoption of the draft Council regulation essentially because of the Council’s lack of respect for the new powers accorded to Parliament, we voted in favour of not adopting this report because it is nothing more than the regulation of the agreement concluded in 2006, instead of responding to the serious social problems created by the economic and social crisis."@en1
