"I am voting for the report, above all, because it draws attention to the fact that the current legal instrument laying down the Multiannual Financial Framework (MFF) needs to be amended following the entry into force of the Treaty of Lisbon, and that Article 312(5) of the Treaty on the Functioning of the European Union requires the three institutions to work together to find a solution ‘throughout the procedure leading to the adoption of the financial framework’: in other words, the process of adopting the MFF regulation is founded on the presupposition of prior negotiation. This is a principle that the EU cannot abandon. The Treaty of Lisbon was not intended to lead to a reduction in Parliament’s prerogatives, so Parliament should not accept such a reduction."@en1
