"After going through a first reading and the Council’s position, the proposal for a directive, which is now at second reading, aims to facilitate the enforcement of penalties against drivers who have committed offences relating to speeding, driving under the influence of alcohol, failure to wear a seatbelt, or failure to stop at a red light, in a Member State other than their own. Road safety and efforts to reduce the number of accidents and fatalities on the roads are extremely important issues, as many of these accidents are caused by the majority of the infractions dealt with in the directive. Moreover, we cannot forget that reducing these figures and promoting road safety require prevention work based on situations that are both specific and unique to each country. We believe there is a need to take measures to combat ‘impunity’ in cases where offenders are in a Member State in which they do not reside. Nevertheless, we cannot fail to express some reservations with regard to surveillance and control procedures and equipment that do not offer adequate guarantees in terms of protecting personal data."@en1
