The EU must equip itself, after carrying out a thorough impact assessment, with a comprehensive, coherent, modern, high-level framework capable of protecting individuals’ fundamental rights effectively, in particular, their right to privacy with regard to the processing of personal data, in order to be able to face the numerous challenges presented by globalisation, technological development, increased online activity and the fight against terrorism.
