"Madam President, ladies and gentlemen, every year, my country, Italy, plays host to an ever-increasing number of tourists and, with the holiday period fast upon us, we are about to see a repeat of what happens every year: most of the foreigners who commit an offence will go unpunished, apart from the ones who are caught red-handed. This will not be the case for much longer, however, since we welcome this measure aimed at finally standardising the procedure by which information is used to identify the owners of vehicles with which an offence has been committed. To give a few statistics, some 15% of the speeding offences in the Member States are committed by non-residents, and 67% of those who visited Italy last year did so by car. You can therefore understand why, for my country, this directive is an important prerogative in terms of identifying and recovering a substantial amount of money which is owed to the state and which continues to place a strain on local authority budgets. I also welcome the fact that, as well as the traditional offence of speeding, other offences will include non-use of seat belts, failure to stop at a red traffic light, drink-driving and driving under the influence of drugs, to mention the most common ones. I therefore approve of the approach taken by the directive, which does not seek to interfere with national procedures concerning the criminal or administrative nature of offences and of which I therefore voted in favour."@en1
