"Mr President, Mr Tusk, Mr Barroso, I should like to congratulate Poland on assuming the Presidency of the Council of the European Union and to wish the Polish Presidency every success. I welcome the way agriculture is mentioned in the programme set out for the three presidencies over the next 18 months. It will be over the next six months that the legislative proposals that will govern the common agricultural policy (CAP) during the next financial programming period will be revealed, and it will also be under the Polish Presidency that negotiations for the Multiannual Financial Framework (MFF) will start. We have already seen the Commission’s proposed MFF, and we already know the European Parliament’s position on agricultural funding, which, unfortunately, is not totally in line with what the Commission has just proposed to us.
Parliament wants a CAP that serves not just farmers, but also public expectations regarding the environment, and food quality and security, whilst also being equitable and fully applicable in all the Member States.
I should therefore like to know the extent to which Parliament can count the Polish Presidency as an ally in ensuring that the new CAP will be able to maintain an adequate level of funding for these ambitious objectives."@en1
