Finally, we have this proposal. I hope that you will succeed in getting this approved by the Council so that this haggling over every cent with the Member States can at last come to an end, so that the European Union will actually have more own resources to make the necessary investments and so that we will not always have to wait to see whether the Member States say yes."@en1
