"Madam President, ladies and gentlemen, Commissioner Lewandowski, first of all I would like thank Mr Barroso and the whole Commission for the proposal on the new multiannual financial framework. The document allows us to meet the requests advanced by the European Parliament in the report by Mr Garriga Polledo on a series of important issues, such as innovation, development, small and medium-sized enterprises, renewable energies and own resources. However, in my view, there remains much to be done with regard to certain equally important issues, such as the amount allocated to funding the common agricultural policy (CAP). I would argue that the Commission’s proposal in this regard should be improved, as it is not fully in line with what is being requested by a large majority of this Parliament. A general increase in resources is necessary if only to retain current levels of funding of the common policy agricultural policy. It is precisely with reference to the CAP that, at 2011 prices, the Commission’s proposal represents a cut that is difficult to quantify, but is still a cut. I do not believe that this fact can be acceptable to Parliament, and therefore I believe that in the next round of negotiation it will be necessary to work on reaching an acceptable agreement with the other institutions that will allow Europe to emerge from the crisis and achieve its objective of intelligent, sustainable and inclusive growth, as required under the Europe 2020 strategy."@en1
