"Madam President, the positions of the Commission and Parliament are not the same. However, I believe that they are sufficiently close to provide a solid basis for negotiations with the Council. The best aspects must be taken from both proposals, with budget growth being taken primarily from Parliament’s proposal. The Commission’s proposal confirms how important Europe’s agricultural and cohesion policies are. Abandoning historical criteria and introducing a convergence mechanism for direct payments is a fair proposal. However, I think that a quicker pace should be adopted so that Member States reclaim two thirds at the end of the period, and not a third of the difference between 90% of the European average and the situation at the reference point. The contract notion within the cohesion policy should also be implemented in other European policies to bring about sustained efforts from Member States in spending the allocated funds. The proposal to increase the cofinancing rate for Member States receiving financial assistance may help achieve financial stability. The current TEN policy has proved its European added value and I believe that we must find how to increase the allocated funds. Support must be given to the introduction of the own resources system. Likewise, Parliament’s proposal to carry over unused amounts to the following year must also be supported. At the moment, we have approved the return of EUR 4.5 billion to Member States. I think that it was much more efficient for us to keep these funds in the Union budget and use them as part of the 2011 budget. Creating extra-budgetary lines is excellent. I believe that Parliament’s proposal for greater flexibility within and between budgetary chapters is also an equally good idea."@en1
