In order to enhance the impact of EU development policy, there needs to be improvement of coordination and harmonisation based on the principle of ownership, and an approach to governance based on the key concept of ‘democratic ownership’. Access to basic social services, in particular to health and education, is crucial for facilitating sustainable development, and the EU should dedicate at least 20% of all assistance to them."@en1
