The time is ripe for a wide-ranging debate at EU level on development policy. It is important that the European Union set out its vision, its ambitions, and adequate objectives and instruments, before deciding on the place occupied by development aid in the next multiannual financial framework (MFF). A modern European development policy needs the understanding and involvement of the European public, which will require continued efforts on development education and awareness raising, based on values of human rights, democracy, tolerance, social responsibility and gender equality. Every person in Europe should be enabled to understand global development concerns, and their local and personal relevance, which will make significant contributions to increasing public support for development cooperation. That is the only way we will achieve a fairer world with less inequality, especially amongst the most disadvantaged."@en1
