"I abstained during the final vote, because the right-leaning majority in the European Parliament diluted the report by the Committee on Employment and Social Affairs. The European Parliament resolution recognises the special features of social services of general interest (SSGIs) and underscores the continuing legal uncertainty surrounding them, their universal character, their stabilisation function in response to this crisis, and so on. It also calls for the creation of a high-level multi-stakeholder working group, the remit of which should be to identify the problems encountered by providers and users of SSGIs and to come up with appropriate solutions. The resolution also calls for an evaluation of measures to liberalise public services, including network services, whose impact on our citizens we will assess continually. The majority in the European Parliament distorted the report by removing the request to put an end to policies to liberalise public services. It also removed the part supporting the revision of public procurement rules and the request to recognise alternatives to public procurement for the delivery of Services of General Interest (SGIs), including SSGIs. This is a step backwards. The final text urges us to step up our efforts to bring about the full recognition of SSGIs."@en1
