One of the EU’s main objectives is to continuously improve its peoples’ living and working conditions, and their well-being. This objective can only be achieved through the sustainable development of a Europe based on balanced economic growth; on a highly competitive social market economy geared towards supporting small and medium-sized enterprises (SMEs), and aiming at full employment and social progress; on the protection and improvement of the environment; on combating social exclusion, discrimination and inequalities in access to health care; on promoting social justice and protection; on equality between women and men; on solidarity between generations; and on the protection of the rights of the child. Social services of general interest (SSGIs) are essential to realising these ambitious objectives. As a result, only the provision of universally available, high-quality, accessible and affordable SSGI, within the meaning of the 2007 Commission communication on SSGIs, can therefore be regarded as an essential pillar of the European social model, and as the basis for a good quality of life and for the achievement of EU employment, social and economic objectives."@en1
