lpv:spoken text	"In the rapporteur’s view a reform package should include a Framework Regulation for SGEI1 using Article 14 TFEU to define services of general interest and delimit the impact of single market rules. The regulation could distinguish between economic and non-economic SGI, and consolidate and clarify the general principles and common conditions for the successful operation of these services. However the political configuration of the Council and the Commission makes it unlikely that such legislative can be adopted in the near future, and solutions are required now. I support this."@en1
