"Access to services of general interest is a fundamental right included in the economic, social and cultural rights recognised in the Universal Declaration on Human Rights. These services, especially access to those supporting the care of children, the elderly and other dependants, are essential for ensuring the equal participation of women and men in the labour market, education and vocational training. This report identifies opportunities for addressing the concerns of providers and users of social services of general interest and also identifies the policy and legislation which could be developed to ensure that social services of general interest, both economic and non-economic, are able to play their normal role, while helping us exit the crisis and implement the 2020 social and economic strategy. As a whole, social services of general interest make a very significant contribution in terms of increasing jobs, economic activity and purchasing power in the economy."@en1
