The overarching vision of this report is of developing energy infrastructure in a framework of market economy models. As such, it is part of the process of pursuing the third package on the internal energy market, and is another step in this direction. Its goal is to enable the free exchange of power on all transmission interconnectors between countries and/or different price areas: in other words, the liberalisation of the energy market.
We do not share this vision and are directly opposed to it. Although cooperative measures are needed and desirable in this area, the development of energy infrastructure should be the responsibility of each Member State, taking into account its specific characteristics and needs, and the interests of its population, productive sectors and economy. This must have a framework of public management and ownership, as a means of ensuring a genuine public service and energy supply. The report runs counter to this, mentioning that public Union funds intended for supporting projects to develop infrastructure will be channelled into projects of European interest: in other words, those that contribute to creating the internal energy market, and to increasing integration, competition and market liquidity. This path has already shown itself to be profoundly negative for a number of countries and their populations."@en1
