lpv:translated text	"I voted for the text presented by Mr Goerens, because I strongly believe in the future of budget support to developing countries, providing the criteria for granting budget support are analysed and implemented objectively in order to improve their efficiency. Obviously it is important to avoid the many errors and the wastage of money which have been noted in recent years – at the expense of taxpayers in Europe, I would like to emphasise – and which in most cases did not result in any penalties. If we really want to give real support for the most needy populations, the EU foreign and security policy must focus on the promotion of democracy and human rights, as well as peace, key conditions for sustainable development. All necessary measures must be taken in order to combat corruption in the recipient countries, including appropriate penalties such as, for example, a percentage deduction from future instalments."@en1
