Regardless of the time in question, each and every budgetary programme for investment or financial support should prioritise rigour, transparency and a proper evaluation of its sustainability, as well as guarantees that the funds will be properly and efficiently used and spent in the interests of the beneficiaries. That is the orientation that policy regarding support for developing countries should have. Independent assessments have shown that the majority of programmes have benefitted the beneficiary countries and their populations, so their continuation would be advisable. However, concerns remain about the effect of support in reducing poverty and consolidating democracy in beneficiary countries. On the other hand, these countries have great independence regarding this support. I therefore support the clear definition of criteria, a strong commitment to regional integration and the development of beneficiary countries from within, as well as clarification of compensation for contributor countries and institutions."@en1
