The fifth report on economic, social and territorial cohesion takes stock of previous policy in this area. This stocktaking process shows that, in the past, cohesion policy has made a significant contribution to creating new jobs and building critical infrastructure and has also introduced improvements in the field of environmental protection. According to this report, Parliament’s proposals for the structure of cohesion policy after 2013 relate primarily to tailor-made operational programmes which focus on results and aim to achieve the overarching goals of the Europe 2020 strategy. The projects which the policy will support must have clear conditions imposed on them in advance. In addition, funding which has been paid out illegally must be recovered.
