Against this background, it is essential for us to encourage small and medium-sized businesses to become involved in international growth markets. Despite many promises being made over the years, in the past EU strategies have focused far too often on large businesses and multinational organisations. In overall terms, a policy which promotes growth and innovation is extremely important.
