"Liberty, democracy, equality, non-discrimination and respect for fundamental rights are core values in the European Union. Every Member State of the Union is required to respect, defend and promote these fundamental rights. If we denounce infringements of civil liberties or democratic processes and discrimination, particularly in relation to sexual orientation, when these rights are flouted outside the Union, then we should also voice our concerns when those same rights are threatened within the Union. Although the adoption of a new constitution falls under national competences, the fact remains that any Member State, present or future, has a duty to respect the letter and the spirit of the European Union’s values, the EU Charter of Fundamental Rights and the European Convention on Human Rights. The European Commission must uphold these values and ensure that citizens can be confident that our values are enshrined in our legislation."@en1
