European public opinion has, to date, been extremely obstinate as regards the use of genetically modified organisms (GMOs). This is not just because they do not seem safe to more than half of Europeans and to public health, but also because they are considered harmful to the environment. This position is partly a result of the lack of information available about the issue. That is the background to the proposal for a regulation of Parliament and of the Council on the cultivation of GMOs in the territory of the Member States. This is an area that should be governed by the principle of subsidiarity, as a means of delimiting the competences of the Member States and the Union, as well as of scientific monitoring and dissemination of any results attained. Only through research and enlightenment will the people of Europe be able to consciously choose to accept or reject GMOs."@en1
