"The concept of universal service was developed by the European institutions and defines a set of requirements of general benefit to be met by certain activities. The obligations set out are aimed at ensuring everyone has universal access to certain essential services of quality and at an accessible cost. This report, for which I voted, is aimed at assessing recent developments related to the basic concept of universal service, as enshrined in the Universal Service Directive in the context of universal access to broadband. The report also focuses on the single European emergency number 112, created in 1991 in the context of the single market and the free movement of people, with the aim of enabling access to emergency services using one and the same number throughout the whole of the EU. It is therefore important to make the emergency number 112 known, and improve the effectiveness of hotlines in order to safeguard public health and ensure effective civil protection. The Commission’s decision to carry out a detailed study of the provision of internet services is equally important."@en1
