lpv:translated text	"This report seeks to ensure the establishment of an agency for the operational management of large-scale information technology systems in the area of freedom, security and justice, such as the second-generation Schengen Information System, the Visa Information System and Eurodac for the comparison of fingerprints, as well as parts of the communication infrastructure. This agency has objectives and tasks that are, in theory, solely technical and related to operational management, and does not have the capacity to make policy decisions, for example, on setting up new systems or on the possibility of interoperability between the different systems.
