"We think it is a good idea that draft amending budgets may be presented in the case of unavoidable, exceptional or unforeseen circumstances. The mobilisation of the European Union Solidarity Fund (EUSF) means it can be accessed for a maximum of EUR 1 billion per year for the purpose of repairing infrastructure. Therefore, since it is a tool of refinancing, it cannot be used to compensate private damages. In the case of Slovenia, the direct damage exceeds the normal threshold of 0.6% of gross national income (GNI) for mobilising the EUSF and can qualify as a ‘major natural disaster’. In the cases of the Czech Republic and Croatia, where direct damage does not exceed the normal threshold, the specific condition set out in Article 2(2) of Council Regulation (EC) No 2012/2002, whereby a country affected by the same major disaster as a neighbouring country may exceptionally benefit from EUSF, was found to be met. Due to its status as an acceding country to the EU, Croatia is therefore eligible to benefit from the EUSF. Lastly, we think it is necessary to redeploy under-implemented appropriations from European Economic Recovery Plan, namely: to finance the needs for the mobilisation of EUSF, to draw upon the negative reserve and to reinforce payment appropriation for the European Globalisation Adjustment Fund."@en1
