"Mr President, a few years ago I ran a workshop in the Côte d’Ivoire which was attended by young centre-right African politicians. One of the things that we talked about during this workshop was the whole issue of aid. One of the issues that they were most united in opposing was this idea of direct budgetary support. Many of the young activists there said to me that the problem with direct budgetary support was that it actually kept corrupt governments in power. What they wanted was more accountable aid.
And so we had an interesting discussion about aid. They said that they would in fact rather have less aid so they could help themselves. I explained that the EU and the British Government were insisting on giving more aid and we had a debate about what it should be spent on. They asked for help so that farmers could meet EU sanitary standards, investment in infrastructure, investment in land and property registers, lending capital to entrepreneurs, and mortgage finance so that people could leverage the equity in their home and create a property-owning democracy. The debate should be focused on helping people to help themselves, rather than helping corrupt governments stay in power."@en1
