"Mr President, I regret to say that I do not entirely share the enthusiasm that previous speakers have expressed with regard to the fact that yet another agency is now being set up in the EU system. Firstly, we as parliamentarians are responsible for the way in which taxpayers’ money is used. We are still waiting to see what added value the existing agencies bring, and consequently we do not know what added value the future IT agency will bring either.
Throughout the EU, we have a whole series of competent research institutes, universities and other institutes that would easily be able to carry out the task that the new IT agency is now being assigned – and without the need to establish new facilities, new frameworks and new institutions. I have therefore voted against setting up this new agency, at least until we know what the added value of the new agencies and, in particular, the existing agencies might be."@en1
