"Mr President, Mr Dalli, ladies and gentlemen, I am very pleased that we are able to hold this debate today and I believe that it is important to make it clear that today’s discussion is not a judgment on the quality of genetically modified seeds or on genetic engineering in general. It is simply about deciding what sort of procedure we need to allow the Member States within the European Union to make independent decisions about whether they want to allow the cultivation of genetically modified organisms (GMOs) on their territory.
I believe it is high time that we had clear regulations in this area. It is also high time that we showed our respect for the people of Europe, who still have so many outstanding questions about genetically modified seeds. Many people are very worried about this issue. Our job is to understand their fears and to enable the individual governments to decide whether they want to authorise the use of GMOs.
I hope that this report will be accepted as it has been presented today, because it finally offers us the opportunity to take seriously the environmental considerations and the fears of the people and to move the responsibility for decision making on this issue back to where it belongs."@en1
