"Mr President, Commissioner, this report does well in pointing out some of the many weaknesses in the area of evaluating the risks associated with the cultivation and spread of genetically modified organisms (GMOs). There are also weaknesses in terms of assessing the effect on health and other socio-economic effects. If it is certain that these weaknesses have implications for the cultivation and spread of GMOs and that, in line with the principle of precaution, they should be banned, it is also certain that the same should apply to their authorisation, marketing and consumption. There is no valid reason for this not to happen: the market and business cannot take precedence over protecting health and the environment.
There is another aspect to take into account, however. Risk assessment, which is something purely technical or scientific, is one thing, but it is quite another to make decisions about whether a risk is acceptable. This is a political decision and, for the good of democracy, it is one in which the people should have a say, through the political structures that they oversee, and which are close to them."@en1
