lpv:translated text	"Mr President, I realise that providing budget support to developing countries is an important contribution that can help improve the financial capacity of public spending in such countries. As there is a lack of government accountability in many countries for the handling of these funds, however, it is very important for us to consider sensitively whether a particular country is truly capable of managing our budget aid effectively and responsibly. I therefore view the efforts of Mr Goerens to clarify the rules on European budget aid as a meaningful attempt towards the more efficient and more rational management of EU funds, and an attempt that is worthy, in my personal opinion, of our broad support."@en1
