"Mr President, a civilised society plainly needs to defend itself effectively against the criminal actions of various terrorist groups. In connection with the draft agreement on the use and transfer of passenger name record data, however, we would like to express concern as to the adequacy and proportionality of the agreement, particularly in relation to the European Union’s responsibility for protecting the personal data of its citizens.
The Legal Service’s latest expert opinions indicate that the text of the draft agreement provides inadequate protection for the personal data of our citizens, and even falls short of personal data handling requirements under European law. I would therefore like to ask you, Commissioner, to consider the scope and proportionality of the European Union’s proposed commitments, so that we are not obliged to reject the draft text of this important interstate agreement in the final stages of the approval process in Parliament."@en1
