"Madam President, I too would like to thank Mr Coelho, because I believe that bringing the second-generation Schengen Information System (SIS II), the Visa Information System (VIS) and Eurodac together under a single EU agency is the right way to go. The problem is, however, that some Member States are not involved in the individual systems at all, while others have only a partial involvement. In these circumstances, I would like to ask about the extent to which the regulation before us will be binding on such Member States, and about the powers they will hold in the adoption of the legislation establishing the agency. Despite the uncertainties, I am convinced that the creation of this agency is desirable. The agency will perform important tasks and should also be responsible for technical measures of a non-legislative nature required by these tasks. These responsibilities should be without prejudice to the legislative duties exclusively within the remit of the Commission. The agency ought to be a purely operational, rather than a political, institution. Its operations and decisions must be consistent with the legal basis adopted by the European Parliament for the three different databases."@en1
