The main objective of the common agricultural policy (CAP), enshrined in Article 39 of the Treaty on the Functioning of the European Union, is ‘to increase agricultural productivity by promoting technical progress and by ensuring the rational development of agricultural production and the optimum utilisation of the factors of production, in particular labour’. I am voting for this report because I believe that it contains measures that strengthen and guarantee the post-2013 CAP’s sustainability whilst also contributing to achieving the objectives enshrined in the Europe 2020 strategy, and that it takes into account the clear differences between new and old Member States. I consider it crucial that the CAP foster the development of safe and healthy foodstuffs, intended, not just for the general public, but also for the food industry in particular. Administrative measures cutting red tape when farmers are preparing their applications should also be introduced, in order to facilitate access to EU funds. Finally, I voted for the amendment on milk, as I do not agree with the European Commission’s call for the milk quotas system to be abolished, which will only exacerbate the already precarious position of national producers."@en1
