"We, the Group of the Progressive Alliance of Socialist and Democrats in the European Parliament, introduced radical changes to the draft produced by the German conservative rapporteur of the Group of the European People’s Party (Christian Democrats), regarded by many as woefully inadequate, and we succeeded in obtaining a majority in the European Parliament on the objective of a fairer allocation of agricultural payments. The abolition of historical reference values, aid to farmers with small farms, a rebalancing in favour of the livestock sector and, above all, the adoption of the principle of the degressivity of direct payments, taking employment and the environment into account, represent crucial progress in this regard. I welcome the work carried out, which will also have made it possible to put in place tools committing agriculture to move towards more sustainable development, while taking into account the objectives of food security, the environment, territories and jobs. The greening of payments of the first pillar will also make it possible to encourage farmers to adopt good farming practices and to be more economically and ecologically efficient. Dacian Cioloş, Member of the European Commission responsible for Agriculture and Rural Development, must now use this report to put forward some good proposals by the end of this year."@en1
