The current economic, financial and social crisis has demonstrated that the European Union’s current economic governance model has not worked: the surveillance framework has shown itself to be very weak and the rules of the Stability and Growth Pact have not been respected. I therefore support the package of measures that the European Commission has tabled on economic governance. I am voting for the Goulard report on the effective enforcement of budgetary surveillance, although I acknowledge that the rapporteur has overstepped her remit in a number of areas, which will make it very difficult to reach an understanding with the Council. I welcome provision for fines in the case of falsified statistics, so as to penalise fraud relating to deficit and debt calculation, both inside and outside the euro area. I agree that it should be possible for countries outside the euro to be part of this system."@en1
