"− As part of the legislative package aimed at reinforcing economic governance in the EU and the euro area, there has also been a vote on this draft opinion on the Commission’s proposal amending the regulation on speeding up and clarifying the implementation of the excessive deficit procedure. I voted for this report because I essentially share the rapporteur’s concerns, particularly as regards the following points: 1) the enforcement of budgetary surveillance should be subject to the overarching objectives of the EU; 2) in monitoring compliance with the rules on budgetary discipline, consideration should be given, not only to severe economic downturns, but also to social crises that may have an impact on the financial position of governments; 3) fines collected from Member States failing to comply with their respective recommendations should be used in support of the EU’s long-term investment and job targets, and not distributed only to the Member States that are not subject to any procedure relating to excessive deficits, as the Commission proposed; 4) regular consultation of the social partners and a stronger involvement of national parliaments are necessary preconditions of a credible and transparent surveillance framework."@en1
