I believe that the rules on budgetary discipline must be strengthened by paying particular attention to the level of debt. In order to achieve the objectives outlined, the Commission must be given a special role in the areas of assessments, monitoring and recommendations. In carrying out assessments, the Commission and the Council must also take into account pension reforms implemented by the relevant Member State. I do not agree with the proposal to reduce the size of the penalty for Member States that failed to implement or did not properly implement actions or instruments to control the deficit.
