"The importance of territorial cooperation has increased considerably in the recent past due to the basic regulation governing the Structural Funds and the entry into force of the Treaty of Lisbon. Its aim is to eliminate physical, administrative and regulatory barriers, and to mitigate the so-called border effect between countries and regions, so that they can react to common challenges as a single unit. It is essential to retain the relationship between the three basic elements – cross-border cooperation, transnational cooperation and interregional cooperation – as each has its justification and its benefits. In our effort to fulfil the principle of territorial cohesion, we must better fulfil the goal of territorial cooperation and the standard procedures. In order that it can be successfully implemented and developed, territorial cooperation, as an important European idea, should also be a kind of symbolic embodiment of the EU for all citizens."@en1
