"EU cohesion policy is part of a European framework of solidarity encompassing the 27 Member States and their 271 regions, and aims to end existing economic and social disparity within the EU. The purpose of this report, drafted by Mr Vlasák, is to follow up the previous report, entitled ‘The urban dimension of cohesion policy in the new programming period’. The role of cities, where 80% of the European population lives, as sources of wealth creation, and as hubs of social and economic development is indisputable. However, the problems that affect them, including poverty and social exclusion, unemployment, housing shortages, crime and drug consumption, are huge and require careful attention. Despite the creation of the financial instruments developed by the Commission and the European Investment Bank (EIB), such as the Joint European Resources for Micro to Medium Enterprises (Jeremie), Joint Assistance to Support Projects in European Regions (Jaspers) and Joint European Support for Sustainable Investment in City Areas (Jessica), and the other Structural Funds, the results have fallen short of expectations. I therefore agree with the rapporteur’s recommendations on the preparation of comprehensive and integrated financial planning so that the funds can be allocated to projects aimed at achieving the objectives set out in the Europe 2020 strategy, rather than to actions that merely consume these same funds."@en1
