"Canada is a leading world producer of aircraft and aviation equipment. At the present time, only six Member States have bilateral agreements on certification of aviation services. The proposed Agreement on civil aviation safety, as with the Agreement with the US, will significantly improve cooperation between the Union and Canada and will govern this matter in all the Member States of the European Union. The Agreement allows the certification system to be harmonised. It is based on mutual trust of each other’s system and on a comparison of regulatory differences, and so will allow the duplication of tests and controls to be minimised. It will also start a process of joint inspections, investigations and exchange of safety data. Mutual acceptance of certification findings will allow significant savings to be achieved in the work of European and Canadian aviation companies. The Agreement will on the one hand increase the competitiveness of aviation markets, and on the other hand – by bringing together regulatory authorities – will also improve their safety. In view of the above, I agree to the Agreement being concluded."@en1
