"− Parliament has been asked to waive the parliamentary immunity of our fellow Member, Mr Severin, as a result of criminal proceedings in which he is accused of defamation under the Criminal Code of Romania. There are no indications that the case might be a case of on the part of the Romanian legal authorities; that is to say, sufficiently serious and specific grounds for suspecting that the case has been brought with the intention of causing political damage to the Member. Having considered the reasons in fact and in law for and against waiving the Member’s immunity, the Committee on Legal Affairs recommends that Parliament waive Mr Severin’s parliamentary immunity, but also believes that, until a final sentence is passed, the Member should be immune from any form of detention or remand or any other measure which prevents that Member from performing the duties proper to his mandate. For these reasons, I voted in favour of this report."@en1
